Recognising Council’s high achievers – This month from Tasmania

Windsor Community Precinct Health and Well Being Centre in West Tamar Council is a facility comprised of Council, not for profit, professional, Government and community facilities.

It represents a centre that is designed to take a “whole of Family” approach.

It is dedicated to healthy living, community, wellbeing, sport and recreation and it offers the community integration of service provisions.

Councillor Joy Allen and Deputy Mayor Christina Holmdahl nominated the team that developed the project, led by Development Services Manager Rolph Vos.
“As the Development Services Manager I am responsible for staff who ensure that all Council’s statutory obligations in relation to development in the municipal area are met.

“This means that my team are well placed to oversee council’s own developments and ensure both value for money and good outcomes for the community.

“I have been with council 18 years and most of the team are also long standing employees.

“The collaborative environment we work in at council tends to foster longer term employment.”

Windsor Park is highly accessible to the majority of the West Tamar and Launceston council populations.

It also has good accessibility for many residents living in other neighbouring municipal areas.

The facility is unique to Tasmania and offers a diverse range of indoor and outdoor leisure, sporting, community, social, health and education programs for the
regional community.

Rolph said that the biggest achievement of the project was the successful management of the cost.

“The major success of the Windsor Community precinct, was in being able to deliver on the commitment given that the new $16 million development would be cost neutral to Council.

“Inside three years of completion the medical and childcare tenancies are covering the depreciation and running costs and showing a small return to Council.
“This means that we are able to provide the public spaces and community hall to the community without incurring ongoing operational costs.”

The Community precinct however is still ongoing.

“We are approximately 30% through the construction of a new $2.8 million dollar, multipurpose sports building and function room, which is the next stage of development at Windsor Community Precinct.”

Rolph is very pleased with how the project has turned out.

“The on–time and under budget delivery of this project, and the confidence it has given Council to go on to do more projects in the municipal area, is extremely gratifying and would certainly rate as one of the high points of my career in Local Government.”

West Tamar Council will continue to provide strong leadership and work in partnership with both government and non-government agencies and the community, to review services to ensure that they remain relevant and are designed to meet the changing needs of the West Tamar community.
