During November 2006, Councillor Allan Green from Blacktown City Council in New South Wales spent a week in the Philippines as part of a study tour. He represented two Filipino community groups from his Council area – the Diaz Foundation and MarikenOz Incorporated.
Councillor Allan Green said his visit to Metro Manila, the capital of the Philippines, was the most amazing week of his life.
“I would recommend that everyone considering an overseas trip put Manila high on their list of priorities,” he said.
Metro Manila is a mega city, with a population of over 13 million people. A large proportion of this population live in poor housing conditions.
“Manila is a city of strong contrasts, with rich and poor housing often close together,” Councillor Green said. “There is a need for better housing on a grand scale and economic development to create much needed jobs.
“In one part of Manila City, I found an old railway line, which has been taken up by squatters with makeshift housing up to about four levels. In contrast, I saw some ultra modern high rise office and apartment developments in areas such as Makati City.”
Councillor Green said there is a need for improved public infrastructure of all kinds. After providing input at several Council meetings, he presented a well received plan for a Blacktown City and Metro Manila Friendship Group. The group will work like a sister city relationship, but with more action and understanding of respective cultures.
“All Metro Manila cities were looking for more visits and closer links with cities in Australia,” Councillor Green said. “The friendship group will create access to international resources, improve quality of life in both cities, lead to more tourism between countries and establish better links with overseas Filipinos. We will also see more effective operation of organisations, such as churches, service clubs, schools, colleges and universities.”
During his stay, Councillor Green visited four large City Councils, including Marikina, Quezon, Antipolo and Muntinlupo. He said he was so moved by the experience that he plans to return as a volunteer worker with Marikina City Council for a month in 2007.
“I am also hoping to share this experience with other Councillors from around Australia,” he said. “I am inviting all Councillors to register their interest in participating in a study group to take place next year.
“The Filipinos are extraordinary people. They have a fantastic culture, strong work ethic and a great outlook on life. There is much we can all learn from their way of life.”
