In August, a guide to the standard professional competencies that should be required of Local Government CEOs and other senior managers was released in South Australia. The Local Government Executive Leadership Competency Framework was developed by Local Government Managers Australia’s South Australian (LGMASA) branch, with assistance from the Local Government Association of South Australia (LGASA) and the South Australian Government.
LGMASA’s Executive Officer, Julie Kerr, said the manual aims to assist Councils to enhance the professionalism and consistency of their senior executive recruitment, selection and performance review processes; and to guide executives in their career and professional development.
“The manual lists core leadership competencies required of senior Council managers, describing in detail the elements of each competency,” she said. “It also includes a checklist covering basic senior management competencies. Councils are able to modify the manual so that it suits their needs, existing processes and management structures. These guidelines provide Councils with clear indicators when setting and monitoring performance targets.”
Julie Kerr said the guide has the potential to be used nationally.
“LGASA, in conjunction with Standards Australia, is currently exploring the idea of using the guide as a set of governance guidelines across Australia,” she said. “Using the current guidelines as the basis, the national edition will be a hard copy resource for all Local Governments.”
