New structure improves service delivery

With the introduction of Compulsory Competitive Tendering, Mitchell Shire Council resolved to establish a new organisational structure, placing it on a firm business footing both in its delivery and purchasing of services.

The structure has the Chief Executive Officer, his executive support team including the Contracts Manager, on the client side of the client /provider split and Council’s three businesses forming the provider side of the organisation.

The three businesses are Human Services, Commercial Services and Corporate Services. They compete with external suppliers for the provision of Council services. Each Business is administrated by a Committee similar to a Board of Directors.

The Committees comprise an independent person who acts as Chair, two Councillors, the Chief Executive Officer and Group Manager. The independent Chairperson of each Committee is chosen for their experience in the relevant area.

These Committees provide support, direction and monitoring services which would not otherwise be available to Council providers. The arrangement is designed to increase competition and ensure ongoing viability of the Businesses. According to Darrell Treloar, Chief Executive Officer, the system puts in place a group of people monitoring the bottom line performance of each of the Businesses.

“The structure also provides a means to effectively monitor the organisation as a whole,” he said. “Should problems be identified, corrective action can be initiated to fine tune and improve performance.”

Along with an Audit Committee and the Finance Committee, the new structure results in an all round efficient, well monitored organisation.
