CivicView, the fully integrated Local Government software package, developed cooperatively by Brisbane based IT company Insight Informatics and Kempsey Shire Council, gives users all the benefits of what has been a most successful private and public sector collaboration.

Kempsey’s Information Systems Manager Campbell Pettersen, one of the driving forces behind the partnership, had worked with Insight’s Sam Patane for some years developing the computer systems for Kempsey Council.

CivicView is the result of two years of intensive development and enhancement of those systems. It took considerable courage and foresight on the part of both the Council and Insight Informatics to commit to two years of research and development before any sales of the product could take place.

For Kempsey Shire Council, it was essential that the end result be an innovative, ‘cutting edge’ system that could be marketed successfully. For Insight, developers of Libero, the internationally successful library management system, it was a challenge this Company could not resist.

The combination of smart technology and experienced users to test the product at every stage of its development has meant that CivicView has been able to blend exciting innovations, such as an integrated GIS mapping system, with practical useability. A rare synthesis indeed.

Not many people would consider Kempsey Shire Council, on the mid north coast of New South Wales, to be Australia’s answer to Silicon Valley. Equally, the great bulk of the Australian population does not see Queensland as being the home of the most innovative developments in information technology.

Proving the sceptics wrong has been just one of the good things that have come of this very fruitful partnership.
