Delfin chooses Pakenham

After negotiations with the State Government and a range of property development firms, Cardinia Shire Council has entered into an agreement to develop 222 hectares of land on the Princes Highway in Pakenham as a residential subdivision. Council’s partner in the development is the Delfin Property Group Ltd.

Delfin would be well known through their developments such as Caroline Springs in Melbourne and other high quality developments interstate.

The development in Pakenham will involve some 2,000 lots with associated facilities including schools, an emergency services precinct, a railway station, recreational facilities, an Cultural Centre and some commercial activities.

“The agreement with Delfin sets in place the fundamental principles necessary to achieve Council’s community objectives for this project,” said the Mayor, Councillor Graeme Legge.“In addition, the Council’s financial analysis clearly indicated the financial benefits to Council and the community. This development will set a benchmark for future developments in the Pakenham area and will put Pakenham and Cardinia on the map.”

The key elements of the agreement with Delfin include the following.

  • Delfin is appointed as Council’s development partner for the site.
  • A project control group is to be established comprising both Council and Delfin representatives.
  • Delfin is to undertake a community consultation process as part of the project planning exercise.
  • Council is to receive a proportion of the proceeds from the sale of allotments.

Council’s objectives were to provide a range of housing and integrated public facilities and locate schools where they can access the existing recreation facilities that are under utilised during school hours.

“We also believe that Delfin will attract similar scale developments, and complementing business and industrial services through their national reputation,” Councillor Legge said.
