Building information online

A system developed by the Building, Electrical and Plumbing Control (BEPCON) section of the Australian Capital Territory Government, has developed an online service for both internal and external customers. The system is part of the ACT Government’s plans to move both internal and external communications to electronic form.

BEPCON is responsible for the administration of building, plumbing and electrical approvals and inspections, as well as the registration of private building certifiers and licensing of electricians, plumbers and builders.

“Currently our electronic service delivery allows licence holders to make applications and payments electronically via the Internet,” said BEPCON Manager, Mahinda Nandagopan. “We also provide documents, such as building plans, drainage plans and the like, via email for plumbers and others including lawyers undertaking conveyancing work. These services have authentication mechanisms to ensure adherence to privacy principles.”

Part of the system is an Integrated Document Management System (IDMS) which enables development applications to be lodged electronically for assessment.

“This system will also allow the circulation of DA documents to other referral authorities to assess and give consent concurrently and to reduce approval delays,” Mahinda Nandagopan said.“Currently we are undertaking a backscanning project which will capture all our building and related records and make them available to our internal and external customers.”
