Senior management in Local Government today must come to grips with a new regime of performance scrutiny. Logan City Council in Queensland has responded to this by developing, inhouse, an Executive Performance Management Scheme (EPMS). The basis of the EPMS is performance competency, and applies to the chief executive officer, directors and all managers at Council.
“The EPMS provides the opportunity to acknowledge above competent performance, as well as mechanisms to deal with below competent performance,” said Logan City Council’s Director of City Governance and Policy Coordination, Chris Rose.
Participation in the EPMS is through either a performance based contract or a performance agreement. A performance plan is negotiated between each participant and Council at the commencement of each year and this clearly details Councils expectations for the year. This plan has three key components, including position specific functions, annual project work and generic core management competencies.
Periodic performance reviews are held during the year leading up to a detailed annual appraisal.
A fundamental component of the scheme is Council’s support for the ongoing development of skills and competencies in management, and this is achieved through annual personal development plans.
“The scheme has seen a uniting of the Management Team at Logan through the common requirements of the EPMS, together with an increase in management skills and management awareness amongst the 29 senior management staff at Council,” Chris Rose said.
