Benefits all round from Eurobodalla’s CBD infrastructure PPP

When Eurobodalla Shire Council identified the need for 400 additional carparks in Batemans Bay CBD, the Public Private Partnership (PPP) it established has delivered a range of benefits and little expense to ratepayers.

Located on New South Wales’ south coast, Batemans Bay had limited land available in its CBD for additional parking spaces. The solution put in place by Council is based around an agreement with the Department of Education to purchase a three hectare school site and build a new school across the river, north of the CBD.

This gave Council the land for its 400 parking spaces while selling off the rest would return the $4 million cost of relocating the school.

Not content with a brand new school, located in a better position in regard to student demographics and predicted new housing, and land for the carpark, Council went to the private sector to see what sort of proposals developers could come up with for the three hectare site.

The result is a $12.6 million package entered into with the selected developer, comprising the following:

  • a new retail/commercial/ residential centre returning an additional $50 million per annum into the local economy
  • 400 underground car parking spaces all paid for by the developer and with no running costs for Council for 40 years
  • a new school
  • public domain and landscaping works
  • $1 million new and improved road works.
