Innovative joint use community facilities worldwide example

Located in western Melbourne, Melton Shire Council recently opened its new state of the art Civic Centre/Library and Leisure Centre in one of its major growth centres, Caroline Springs.

Melton Shire Council Mayor, Councillor Bruce Rowan, said the
$23 million facility comprises innovative joint use buildings, which were constructed in partnership with local schools, the Victorian and Federal Governments and commercial and community interests.

“These partnerships enabled us to meet early demand for services in the areas of civic, library, recreation, learning and leisure, thus supporting the development of a fine grained community,” Councillor Rowan said. “The precinct is now a focus for integrated regional service delivery in the eastern growth corridor of the Shire of Melton.

“Council’s innovative thinking and planning led to the introduction of this shared use facilities development model, which brings unique opportunities, partnerships and strong benefits to developers as well as end users. This is a highly effective model for future developments in Melton Shire and an example to other municipalities in Australia and overseas for providing services to a fast growing community.”

The Caroline Springs Civic Centre offers all Council services currently available at the Melton Civic Centre, while the Library offers an extensive collection of new books, DVDs and magazines.

The Library includes a café servery and meeting rooms available for community use, and the Leisure Centre has a café and three multipurpose sports courts. It will cater for a number of indoor sports and activities, including events, meetings, functions and competitions.
