As our August edition goes to print, we are coming to terms with a new election date announced by Prime Minister Rudd, and the realisation that the long awaited referendum on constitutional recognition of local government will not be going ahead with this election.

Meanwhile, across Australia local government has continued doing what it does best. This month’s issue of Local Government Focus is evidence of the hard work of councils and the important contributions local governments make to their communities.

On National Tree Day, 263 councils showed their dedication to environmental issues by running planting events and educational activities, and providing support and resources to schools and community groups. Environmental protection is one of local government’s key roles, and respect and concern for the local environment is evident in many of this month’s feature stories on community services, leisure, parks and gardens.

Numerous councils proudly celebrated NAIDOC Week and demonstrated their commitment to Aboriginal reconciliation and respect for Indigenous culture and heritage. Joint President of Local Government NSW, Councillor Keith Rhoades, said community events helped foster a greater understanding and appreciation of Aboriginal and Torres Strait Islander Cultures. “Our nation’s history and heritage begins with Aboriginal people and their achievements and their vital contributions to local communities should be recognised.”

 As the 2013 NAIDOC Week theme encourages us to reflect on the 50th anniversary of the Yirrkala Bark Petitions and their ongoing significance in shaping our modern society, it is interesting to consider what looks set to be the next referendum topic up for debate – constitutional recognition of Aboriginal and Torres Strait Islander people. Just as constitutional recognition would reflect the modern reality of local government’s place in Australia, for Aboriginal and Torres Strait Islander people constitutional recognition would mean recognition of 40,000 years of history and a symbol
of inclusion.
