The Western Australian Local Government Association (WALGA) has achieved a major win for its member Councils on the Government’s Planning and Development Bill. The State Government has accepted key arguments put by the Association concerning the reduction of Local Government planning controls.
WALGA President, Councillor Bill Mitchell, said it was great news for Local Government and will serve to ensure a continuing level of local responsibility for proper planning.
The most contentious parts of the proposed legislation were designed to give the WA Planning Commission the power to amend local planning schemes or determine development applications. The Minister has not only agreed to amend the Bill, but has totally withdrawn the section.
Councillor Mitchell said this result is the culmination of an extensive, well supported lobbying campaign by the Association on behalf of all Local Governments in the State.
“It shows what can be achieved when the right approach is taken to achieving change,” he said.
Councillor Mitchell also acknowledged the willingness of the Minister for Planning and Infrastructure, Alannah MacTiernan, to listen to the reasoned arguments put forward by the Association.
“We received a fair hearing from the Minister and support from other Members of Parliament in our quest for the best outcome,” he said.
Councillor Mitchell said the amendments were vital because they reinforce the importance of local control over important aspects of land use planning.
“Secondly, it demonstrates that Local Government, through the united voice of the State Association, is a force to be reckoned with, in terms of Government decision making,” he said.
