On behalf of its community, Warringah Council owns and operates assets worth in excess of $600 million. Located on Sydney’s North Shore, one of Council’s key objectives is to promote a safe and healthy environment with a high quality of community life.
To achieve this, best practice in asset management is vital not only to meet increasing community expectations for high quality infrastructure service provision but to ensure optimum use of funding resources.
Rather than merely complying with requirements under the Local Government Act 1993, Warringah Council has used a holistic approach to asset management. An Asset Management Committee, comprising key asset managers, was established to develop a corporate wide system.
The Committee, that meets monthly, opted for a comprehensive asset management system that can be used as a management tool by Council’s managers to improve the effectiveness and efficiency of services provided by assets under their control.
The Asset Policy developed by the Committee includes the following elements.
- Accountability
- Asset management system
- Risk management
- Maintenance strategy
- Value management
- Demand management
- Maintenance management system
- Asset rationalisation/disposal.
To encourage discussion and further development of best practice, Council has also formed an information exchange group with asset managers from neighbouring Councils. Seven North Shore Council representatives regular attend these forums to network on best practice and discuss key issues.
