The Northern Territory Minister for Local Government, Loraine Braham, has introduced new Animal Welfare legislation in a major overhaul of outdated legislation.
Director Legislation with the Department of Local Government Hugh Richardson said the aim was to broaden the focus from simply preventing cruelty, to encompass animal welfare generally.
Director Human Services with Palmerston Town Council Anna Hassett said Councils were looking forward to the new legislation. Anna said provisions in the new act complemented some existing Local Government bylaws.
“For example, Palmerston has just introduced bylaws making it an offence for dogs to project from vehicles,” she said. “In requiring appropriate restraint or enclosure of dogs on or in vehicles, the new legislation adds force to these bylaws. “It also covers localities where such bylaws are not yet in place and will raise public awareness about animal care and management.
Anna said the adoption in due course of codes of practice in relation to handling would also be greatly welcomed. “There are more teeth to this new legislation,” she said. “There is a capacity now for Local Government personnel to be recognised as inspectors to deal with animal cruelty cases.
Hugh Richardson said penalties have been vastly increased, up to a $10,000 fine and /or 12 months in gaol. The courts will also be able to impose orders on offenders banning them from having animals. Fines will be paid to the RSPCA.
