City welcomes young people

A few years ago the City of Melbourne seriously considered banning skating and skateboarding in the central activities district. Instead the SkateSafe Program was introduced. This program has improved safety, decreased property damage, increased access opportunities and encouraged young people to use and enjoy the city.

“It gives a message that young people are welcome and we want them to come to the city,” said Councillor David Risstrom.

“The City of Melbourne welcomes young people and their skates and skateboards to the central activities district.

“A central part of the program is the City Skate Park which opened in 1996.

“In terms of numbers, the success of the skate park has increased to about 10,000 visits a month.”

In addition to providing a venue for recreation activities, the Skate Park sends a clear message that young people are welcome to enjoy the city and all it has to offer.

The SkateSafe plan has also achieved increased cooperation and understanding between various stakeholders in relation to managing skating in the city centre.

“The consultation process has linked various Council work areas, traders, skaters and community members to work on a more cooperative basis,” Councillor Risstrom said.

There have been noticeable benefits to the broader community.

“We have seen a fall in complaints about skating, increased consideration for the safety of other street users and a fall in property damage,” he said.

There are six inter dependent components that contribute to the success of the program.

The City Skate Park, the Code of Conduct, designated preferred routes and no skate areas, an education and awareness program, physical measures and local laws.

Safety planning was a key consideration in the development of the City Skate Park.

Significant consultation occurred with community representatives experienced in skateboarding and in-line skating.

In anticipating the redevelopment of the Queen Victoria Hospital site, where the Skate Park is located, Council is investigating new opportunities to ensure continuous access to a central city skating venue.

The City of Melbourne has recently developed a website that provides other Councils with information about how these and other skating issues have been handled.
