Improving OH&S in a difficult work environment

The Aged and Disability Support Services (A&DSS) at Manningham City Council have adopted a systems approach to develop a comprehensive Health and Safety Management System.In a work environment such as aged and disability support, where traditionally occupational health and safety has been ignored and difficult to control, this new approach comes as a positive improvement.

The systems approach makes use of best practice elements in health and safety, along with standards for excellence in service delivery and human resource management principles.Incorporated into the system is an A&DSS Induction Program and Staff Manual Package. These cover a comprehensive sequence of processes and policies and procedures to help identify, assess and control OH&S risks.

All aspects of the package cover good management practices from employer, employee and customer perspectives.

”Introduction of the system has had an average of 200 per cent return on investment for the past three financial years,” said A&DSS Manager, Tess Tsindos. “Staff turnover has decreased and there have been fewer incidents, resulting in turn in lower WorkCover premiums, increased productivity and better client services. The outcomes in terms of improved staff self esteem and confidence are immeasurable.”

Council received a commendation for their A&DSS Health and Safety Management System in the 2001 National Awards for Innovation in Local Government.
