MOSPLAN continues to evolve

In May this year, Mosman Municipal Council hosted the International City Managers Association Best Practices Study Tour, on behalf of SHOROC. The request from the ICMA followed on from Mosman’s successful presentation of its strategic management plan, MOSPLAN at the ICMA Best Practices Symposium in Savannah in 2000 (reported in Local Government FOCUS at the time). This year, symposium participants heard about Council’s integration of its Community Environmental Contract (CEC) into MOSPLAN.

The CEC is a contract between the Council and the community to carry out a range of works with the aim of cleansing and enhancing waterways and bushland.

“We have also included a new program in MOSPLAN based on our Local Solutions to Local Crime and Safety Issues Plan,” said Mosman’s General Manager, Viv May. “This plan was developed in consultation with police officers and residents. It represents an agreed collaborative approach between Council and our Harbourside Local Area Command.

“The Police have also integrated the Local Solutions Plan with their own Business Plan and performance reviews. These integrations and links with MOSPLAN continue to drive all our processes. MOSPLAN underpins everything we do.

“Its hierarchical numbering system links to Council agendas and business papers, financial systems, electronic document management including all customer requests, external contracts, staff contracts, position descriptions, performance reviews, policy and delegations registers. MOSPLAN ensures community involvement and accountability, and it delivers results.”
