Under a joint agreement, Western Australia’s Kellerberrin and Tammin Shires now share the same senior management team. The move to share senior staff was a natural progression as the two Councils were already sharing other specialist Council staff. CEO Stuart Taylor, Deputy CEO Aaron Bowman and Manager of Works Wayne Luxford make up the joint management team. This sharing arrangement has delivered savings and increased productivity.
With administration tasks now shared between both Shires, the management of both authorities is carried out more efficiently. The outside workforce and plant have been combined, with four specialised sub-units being formed. This has led to an increase in new works with playgrounds, skate parks and walkways now completed.
Further benefits to the community include the following.
- Improved skills and attitudes of the workforce
- A greater emphasis on customer service and satisfaction
- A greater scope for diversity
- The ability to provide a complete package of services
- The use of leading edge technology and innovation
- The achievement of best practice
- Regional cooperation and resource sharing for long term strategic goals.
This sharing agreement was recently recognised as the National Rural Winner for Organisational Structure in the 2002 National Local Government Awards. CEO Stuart Taylor said the benefits that can be achieved from more effective and efficient use of resources between Shires would be welcomed by any small, struggling rural Councils.
