Councils are the owners and operators of the majority of Australia’s 130 plus Livestock Saleyards. Pressed for time, Councils are turning to a new specialist saleyard consultancy to complete operational reviews, business plans, and examine other key areas to improve their holding. Livestock Exchange Consultancy (LEC) was formed in 1999. Its principal aim is to provide a range of consultancy based services to the livestock exchange/saleyard industry.
Twenty years of industry knowledge and experience, complemented by youthful energy and contemporary skills and ideas sum up the LEC team – comprising Frank White and sons Sam and Benjamin.

LEC’s project experience includes the provision of Executive Officer, Administration Officer and Convention Coordinator services to the Livestock Saleyard Association of Victoria (LSAV) and the Livestock Saleyard Association of Australia (LSAA).
Last year, LEC carried out a Confidential Tender Evaluation for Wellington Shire Council (Victoria); a Comparative Fee Structure Analysis and 2025 Strategic Vision for Kyneton Saleyards for Macedon Ranges Shire Council (Victoria); an Operational Review of the Braeside Saleyards Initial Report for Nebo Shire Council (Queensland); an Economic Impact Study of the Cobram Saleyards for the Cobram Saleyards Committee of Management (Victoria); an Operation Review of the Braeside Saleyards Final Report and Action Strategy for Nebo Shire Council (Queensland); and a Business Plan for Kyneton Saleyards for Macedon Ranges Shire Council (Victoria).
“Council was very pleased with the content and depth of LEC’s report on the initial review of our saleyard operations,” said Neil Fitzgerald, Manager Technical Services at Nebo Shire Council. This resulted in LEC being commissioned to prepare the final report for Nebo’s Braeside Saleyards. Macedon Ranges Shire Council was similarly impressed with work completed for its Kyneton Saleyards operations.

Currently, LEC is preparing business plans for Yea and Alexandra Saleyards for Victoria’s Murrindindi Shire Council.
