Adelaide’s sponsorship and grants scheme

From time to time, all spheres of Government can encounter administrative and political difficulties when providing external funding assistance to community groups. To avoid such problems, Adelaide City Council has developed its Sponsorship and Grants Scheme.

This four tier strategic management model includes an overarching strategic framework, related policy and operating guidelines, a coordinated corporate wide implementation structure, and a continuous improvement review process.

Council’s Community Development Officer, Warren Guppy, said this is a significant program with an annual budget of around $1.5 million covering grants for sponsorships, community development, arts and culture, and sport and recreation projects.

“It uses strategic alignment with the principles of best practice management and customer service,” Warren Guppy said.

The model was developed to consolidate five programs into one professional, effective and efficient scheme. It is a one stop shop that enables:

  • the efficient and effective management of funding programs
  • a high standard of customer service to the community
  • a consistent approach to funding information, assessment and administrative procedures
  • the ability to easily expand or contract the programs or categories in the Scheme.

Any Council’s external funding program, regardless of its size or budget, could adopt this flexible and sustainable model.
