Mover: Local Government Association of Queensland

That this National General Assembly calls for continued strong representations to the Federal Minister for Local Government, Territories and Roads for a fair share of Commonwealth taxation revenue being at least one per cent of total Commonwealth taxation revenue.

Mover: Local Government Association South Australia

That this National General Assembly include in the National Agenda for National General Assembly of Local Government, a definition of financial sustainability for Local Government which could be based on the definition adopted by the Local Government Association of South Australia:

“A council’s long term financial performance and position is sustainable where planned long term service and infrastructure levels and standards are met without unplanned increases in rates or disruptive cuts to services.”

Mover: Whitehorse City Council

That this National General Assembly recognises the vital role that Local Government has in providing infrastructure to support community well being and economic growth in Australia and calls on the Australian Government to work with Local Government on increasing Federal funding for the renewal of existing and the development of new infrastructure.

That the National General Assembly calls on the Commonwealth Government to adopt the transport recommendations as outlined in the House of Representatives Standing Committee on Environment and Heritage – Sustainable Cities Report (September 2005).

That this National General Assembly request the Minister for Local Government, Territories and Roads to develop a National Infrastructure Fund to enable Local Government to address their asset renewal gaps. This may include community buildings, pathways, drainage works, sports and recreation facilities.

That the National General Assembly calls on the Federal Government to reinstate previous levels in the operational funding provided to Family Day Care Schemes and make a commitment to ongoing support for Family Day Care Schemes.

That this National General Assembly calls on the Federal Government to restore to local authorities i.e. the Development Assessment Panels, the power to determine the suitability of the siting of telecommunication towers and to undertake a health and safety audit of the Australian telecommunications network.

Mover: Yarra City Council

That this National General Assembly calls upon the Federal Government to:

  • recognise that access to the built environment underpins equal rights and whole of life opportunities of people with a disability to access education, work and services within the community
  • immediately introduce a Premises Standard which aligns the Building Code of Australia’s minimum standards for disability access to the objectives of the Disability Discrimination Act, the identified objective being to provide people with safe, equitable and dignified access to buildings, and the services and facilities within a building.

That in the light of the strong leadership role that Local Government plays in relation to reconciliation, delegates of this National Assembly call on the Federal Government to pursue the Council for Aboriginal Reconciliation’s vision as follows:

  • pursuing a united Australia which respects this land of ours, values Aboriginal heritage and provides justice and equity for all
  • ensuring the right of Aboriginal people to live according to their own values and customs, subject to law
  • promoting accurate information on Aboriginal issues
  • campaigning for Reconciliation, land justice and rights.

That this National General Assembly recommends the adoption of a new national policy position in relation to Natural Resources Management (NRM) as follows:

  • Local Government is committed to achieving sustainable NRM outcomes
  • Local Government is committed to regional approaches to natural resource management
  • Local Government is committed to using its planning processes and powers to deliver local priorities and assist the achievement of regional outcomes
  • Local Government is committed to using its resources on the basis of NRM priorities and community expectation, recognising a need for long term resource investment from multiple stakeholders.

That this National General Assembly calls for the Australian Government, in consultation with State and Territory Governments, to establish mechanisms that ensure mayors and Local Government senior executive are informed and able to participate in effective and coordinated communication with their community and the media following a significant or declared national emergency.
