Certificate IV in Frontline Management*

A prerequisite for managers, coordinators and team leaders

For many areas within Local Government, Certificate III and Certificate IV are already a prerequisite for many positions, and more positions are beginning to require some form of certified training.

For example, in childcare, any person working with children will be required to have their Certificate III in children services by the end of 2011.

The reason this has been phased in is to give the people already working in the sector time to gain the qualification, creating a level playing field.

For those wishing to join the industry or gain a job within children services, most Local Governments will now expect candidates to have their qualifications or at minimum have started a course.

A senior HR consultant with a major metropolitan council said that too often within Local Government people are promoted for their technical abilities within an area or their longevity of service, while many lack people management skills.

This can create problems for the organisation as middle management becomes fractured with no consistency of management style or worse still, an ineffectual level of leadership.

To overcome this situation some local councils have created their own programs. While these may be excellent in themselves they are not transferable. It is like having money from one country that is not recognised in another.

The advantage of a Certificate IV in Frontline Management is that it is a nationally recognised certificate, which means that once an employee has this, they can use it across the organisation, across Local Government, in other States and even across sectors.

Wendy Burdis from Logo Recruitment, which specialises in recruiting staff for Local Governments in New South Wales, said that candidates applying for management positions who have their Certificate IV are looked upon much more favourably by themselves and their clients. She would advise anyone wishing to progress in their careers to gain this nationally recognised qualification as soon as possible.
