In 2007, Integral Technology Solutions Pty Ltd (Integral) used its high level technical and management consulting expertise to help Gold Coast City Council (GCCC) solve an important but increasingly common Council business problem. Integral is now offering this solution to all Councils as a stand alone or possibly a hosted application.
GCCC, the second largest Local Government in Australia in terms of population, currently has approximately 500,000 residents, and expects the population to increase another 37 per cent by the year 2021.
When the Queensland State Government’s Integrated Planning Act 1997 (IPA) came into effect in March 1998, it brought with it a new planning application process which had to be followed by all Local Governments, the development industry, and individuals.
Under IPA, all Councils are required to prepare and implement a planning scheme to help guide growth and change in their areas.
In 2007, 12 per cent of GCCC’s revenue was derived from developer contributions.
Rapid growth in population, coupled with new legislation, prompted the GCCC to plan an appropriate business solution for the future: a solution that required a high level of flexibility and ongoing efficiency.
In collaboration with RuleBurst® (now known as HaleyTM), Integral implemented an Australian first pilot solution that automated a PIP Charge Calculator which either currently or in the future will:

automation) - increase the rate of
accuracy - better satisfy associated
legislative requirements - allow for the extension of
interfacing systems to
facilitate future applications
such as building applications
and operations works.
