The objective of Frankston PRIDE (Promoting, Recognition and Innovation, Delivering Excellence) was to revisit its organisational approach to performance management using a broader range of perspectives, and ensuring a link between performance at the coal face and corporate goals. Four business units at Frankston City Council have been involved in developing the corporate strategic plan and performance measures.
The achievements to date include a series of performance measures that are connected to organisational goals, and the implementation of this new management tool across four business units.
Council adopted the Balanced Scorecard from Kaplan and Norton of Harvard University, developing and modifying it to better suit Victorian Local Government. The key innovation is the consideration of performance from six perspectives; customer, community, environment, finance, process and people.
“The system focuses on the organisation’s strategy and it establishes links between the strategy and activities performed on an everyday level,” said Frankston City Council’s Infrastructure Manager, Graeme Emmerson.
Inhouse facilitation of the program has been a key objective, with significant ‘train the trainer’ programs being run in conjunction with the initial pilot processes, thus avoiding prolonged and expensive involvement of consultants. This process also offers greater involvement for staff and therefore greater chance of success.
Council believes the program provides not only a huge potential for continuous improvement at Frankston, but also a model for Victorian Local Government to achieve Best Value.
