Non-feasance: A solution in WA

A workshop to be held in Western Australia in August 2002 will highlight the AUS-SPEC #4 Road Reserve Maintenance System as a defence to fill the void left by the loss of highway immunity. The system provides the framework for clearly defined quality based intervention levels, area inspections, response times and appropriate recording mechanisms to minimise risks and put an emphasis on proactive maintenance.

It allows an organisation to set its own intervention levels for different classes of assets according to risk and use.

A case study will be presented at the workshop from Penrith City Council in Sydney’s west. Penrith has been able to use the system to move its maintenance from a reactive focus to a more proactive programmed approach.

The workshop will address implementation issues and provide a forum for interactive discussion.

The defined maintenance activities provided by AUS-SPEC allow benchmarking of costs and service levels. This process can also be extended to both parks and reserve maintenance, and buildings and facilities maintenance, through use of AUS-SPEC 6A and 6B. It is more essential than ever to put in place proactive documented risk management strategies that ideally provide the basis of a sound maintenance management system, and at the same time, provide a defence against possible future claims.

The Perth workshop will be held in mid August at the Welshpool Business Centre. For further information, contact Anders Tan at BSD Consultants, telephone (08) 9273 3888, or email anders.tan@bsd.com.au.
