Each year, Local Government Managers Australia (LGMA) Queensland recognises the outstanding commitment and performance of one exceptional Local Government Manager. The Manager of the Year Award for Leadership and Management Excellence is awarded to an individual whose visionary leadership is respected and admired by their Council and colleagues.
Announced in October as part of the LGMA Queensland Annual Conference in Rockhampton, the 2007 title went to Norm Garsden, CEO of Clifton Shire Council, who was secretly nominated by the management and staff at Clifton Shire Council. The judging panel was impressed with Norm’s strong and visionary leadership and particularly noted the many ways in which he has contributed to the community and the Local Government sector above and beyond his duties as CEO.
Norm has played an instrumental role in the Darling Downs Regional Organisation of Councils (ROC) and has been an active contributor to the development of Local Government in Queensland through his long term involvement with LGMA, including delivering numerous presentations to his colleagues and publishing a number of research works.
Norm’s award, which was sponsored by Practical Computer Services, includes funding for a personal or professional development activity to the value of $4,000.
Judges were impressed with the number of nominations received and the strength of each application.
The selection criteria is tough, with nominations required to demonstrate an ongoing commitment to continuous improvement and innovation, visionary leadership, effective communication and dedication to community improvement.
They must also show best practice through their relationships with residents, stakeholders, staff and service providers. Most importantly, they must have strong interpersonal skills that allow them to develop good employee relations and encourages their personal and professional career development of quality Local Government staff – thus ensuring the future of Local Government is in good hands.
