President’s comment

In each edition we feature the views of a Local Government Association President. The following is from Councillor Clive Robartson, President of the Western Australian Local Government Association.

In mid September the WA State Government held the largest community consultation forum ever held in the State to develop a vision for the future of Perth. The forum looked at a range of areas, such as transport, housing, employment, community development, environment and culture, which must all be considered when making long term planning decisions for the city.

‘Dialogue in the City’ was modelled on the concept of the public participation process used in the USA, which had galvanised the people of New York after the September 11 tragedy. Over 1,000 people, including Local Government representatives, randomly selected community members, academics, environmentalists and other key stakeholders were part of the forum.

While the forum was an initiative of the State Government, the outcomes will be an excellent guide for Local Governments to assist them in understanding the priorities that individuals have for the future of their communities.

One of the major messages that delegates delivered during the forum was the importance of a local focus in any planning decision. It was clear that the enhancement of the ‘urban village’ and greater development of employment opportunities in decentralised areas was a significant priority for delegates. The promotion of ‘community spirit’ and the maintenance of our quality of life and freedom of choice also came through loud and clear.

These key messages reinforced to me the important role that Local Governments play in planning for the future of their local communities, and the significant impact on the lives of individuals as a result of the decisions we make at the local level.

The State Minister for Planning and Infrastructure has indicated that Local Government will be heavily involved in developing an action plan to put these thoughts and ideas into a practical and workable format. Far from becoming an irrelevant sphere of government, this forum vindicated the purpose and importance of Local Government and its role in our overall government structure.

To fulfil the vision of becoming the world’s ‘most liveable city’, Local Governments will have a huge role to play and will be an integral part of the development of any strategic plan.Working in partnership, in a positive relationship with our stakeholders, is always a preferable way to achieving the best outcomes for our community members, and we look forward to the opportunities that will arise from this innovative community consultation process.
